Financing renovation projects in Wallonia: Focus on the Rénopack zero-interest loan and the new subsidy program

Navigating the Financing of Your Renovation Projects with Confidence

This article is for informational purposes only and does not constitute legal advice.

Given environmental requirements and the European goal of achieving carbon neutrality in the residential building stock by 2050, improving the energy performance (PEB) of homes has become a top priority for Walloon homeowners. However, between the elimination of simple “item-by-item” grants and the shift in regional aid toward lump-sum financing, it is not always easy to identify the financial mechanisms available to you.

To transform your energy-inefficient home into an energy-efficient and sustainable one, Wallonia now relies on an approach structured around accessible and incentivizing financing solutions.

The Rénopack Loan: The Key 0% Interest Rate Tool

The Rénopack program is the cornerstone of public support for renovation in the Wallonia Region. It is a zero-interest (0%) installment loan that directly incorporates the regional grants for which you may be eligible.

Benefits of the program:

  • Zero interest: You repay only the principal amount borrowed.
  • Principal Reduction: Depending on your household’s income bracket and the scope of the energy-efficiency work undertaken, the principal amount to be repaid may be significantly reduced.
  • Priority support: The assistance is primarily targeted at households living in homes with low energy ratings (E, F, or G labels) to ensure a real “rating jump” after the work is completed.
For large families or low-income households, applications are submitted through the Walloon Social Credit Society (SWCS) or the Walloon Housing Fund (FLW).

The Housing Audit: A Mandatory Step

To qualify for a Rénopack loan or receive comprehensive regional support, a preliminary Housing Audit is required.

An auditor certified by the Walloon Region will visit your property to conduct a comprehensive assessment of its overall condition and energy consumption. Their report outlines a prioritized roadmap: from insulating the roof and walls to replacing window frames, and modernizing heating or ventilation systems.

In addition to serving as a technical guide for planning your estimates, the audit report is the mandatory document required by lenders and government agencies to approve your application for financial assistance.

Renovation Strategy: Where to Start?

To maximize the return on your investments and preserve the property value of your real estate, follow this proven methodology:

  • 1. The building envelope before the heating system: Always start by insulating the roof and walls and replacing outdated windows. Once heat loss is reduced, the required heating capacity will be significantly lower.
  • 2. Administrative Planning: Do not sign any contractor estimates or begin any work before you have completed the energy audit process and submitted your loan application.
  • 3. Choosing registered professionals: Make sure to hire contractors who are registered with the Cross-Reference Database of Enterprises (BCE) and possess the required qualifications.
A property that has undergone energy-efficient renovations receives a better PEB certificate, which translates to a stable rental value and significant added value when reselling on the Walloon real estate market.
